Hartlett returns from a two-week suspension, while Gray (quad tightness) and Carlile (back) have recovered from injury.
Hinkley told portadelaidefc.com.au the three inclusions inject 'big game' experience to the Power's young side.
"They've come back into the side because their history suggests they're really high quality players," Hinkley said.
"It's important that we get our best available players into our team.
"Hamish is still only a young player but he's very important to the team, Robbie and Bobby (Carlile) the same.
"They don't have finals experience necessarily, but they do have 'big game' experience."
Port Adelaide plays a Collingwood side participating in its eighth successive finals campaign.

Despite Collingwood's experience in the major round, Hinkley won't let the Power's comparative inexperience hinder his team on Saturday night.
"We know we're playing a really great club about to play finals for the eighth year in a row, while we haven't played for six years," said Hinkley.
"Obviously Collingwood has the edge in experience, but we're embracing the whole opportunity and the week to go and play a big game of footy at the MCG in September.
"We aren't letting the fact Collingwood have more experience in that area influence us - we're going there to do what we do best."
The Power has played at the MCG once in 2013, and four times in the previous four home-and-away seasons.
Hinkley says the playing group can take confidence from the 79-point win over Melbourne at the venue in Round 1, which set up its expectation-exceeding 2013 season.
"The last time we went there we played really well and had a really strong win," Hinkley said.
"From the boys' point of view they should take a lot of confidence that they can play there, and play well.
"Saturday night will be about how well we perform as a team, not whether we've been there (the MCG) once this year or have little finals experience.
"We've reviewed well, trained well and are physically ready for this game."

Hinkley's final message before the final is for the Port Adelaide faithful.
The senior coach called on his club's supporter base to back the team passionately against one of the competition's glamour sides.
"For those going over - be there and be as loud as you can for us," he said.
"We're probably going to be outnumbered quite significantly but that's never stopped the Port Adelaide people being heard this year.
"Our players really love and appreciate the support.
"For the ones staying at home, tune in and have a good look at the boys and be proud of the boys and the way they go about it."
Port Adelaide will hold an open training session at 9:30am on Friday at Alberton Oval, Brougham Place, Alberton.
