Ben Jacobs was the only player dropped after last week's Showdown loss to Adelaide, while John Butcher and Jacob Surjan will both miss the game through injury.
Hard nut Matt Thomas, Jarrad Redden and Daniel Stewart were all recalled to the side.
With injuries dogging the likes of captain Dom Cassisi, David Rodan, Hamish Hartlett and Cameron Hitchcock, the Power's stocks are limited.
Primus conceded that sending a message to the playing group through selection wasn't an option, but said sweeping changes would have been too disruptive regardless of the health of his list.
"We don't have a heap to choose from at the moment with the injury toll we've got, so there wasn't sweeping changes," he said.
"We couldn't make too many because of how many injuries and guys we have out of the side at the moment.
"I wasn't looking at making five, six, seven, eight changes. I think that just unsettles the team too much.
"We made one change due to a bit of form so there are some lucky guys in there."
As has been the trend this season, skill errors and turnovers resulted in cheap opposition goals in Showdown XXXIII, shooting the Power in the foot.
They rank second in the League for clangers per game (48) despite averaging the fewest number of disposals a match - equal with GWS (339).
With free agency looming, the Power could stand to win big if they could lure proven quality to Alberton Oval, or trade for it.
But Primus said there was no quick fix to the Power's ball handling issues, admitting the only way to improve as a unit was through continued work.
"We're going to continue to develop our skill level, we're going to continue to draft and bring in players who are going to help our skill level," he said.
"The talent and ability to execute is there, we're just going to continue to train it.
"There isn't a [quick fix where you] bring in five players and that'll make you a lot better."
The Power isn't the only side facing injury concerns in Saturday's contest at AAMI Stadium; the Bombers too have been forced to leave out several key players.
Michael Hurley and Patrick Ryder are both missing from the Essendon team that was demolished by 71 points last weekend by St Kilda, while Heath Hocking is suspended.
On top of their own injury worries, the Bombers haven't beaten Port in Adelaide since 2000, but Primus said such a record wouldn't count for much on Saturday.
"They haven't beaten us here for a while, but I don't think they've played us here for a while either, so that plays into it," he said.
"They've had some good wins on the road this year.
"We think we can beat them here at home, no doubt about it."
